Being. Whats needed to help protect the animals. We begin with a potential blow for the taliban in afghanistan. Afghan Officials Say that the groups reclusive leader, omar, is dead, and he has been for two years. The white house said that the reports are credible. News comes as talks between the taliban and the Afghan Government are set to resume. He was the spiritual leader of the taliban. Famously reclusive, only a few photographs of him exist. Fbi offered millions of dollars for his whereabouts that remained a mystery in the last years of his life. It was never clear if they were his wordsful as a young man, he was a fighter battling the soviets. How mullah omar game the self ro claimed emir of afghanistan. The need to have a leader, because he hadim and weapons to use, and the second reason, he was famous. His 30 fighters became thousands. The taliban took over afghanistan in 1996. Under mullah omars command, they established order in a company ravaged by instability and violence. It came at a cost. Harsh punishment was meted out to the people, as mullah omar began his interpretation of a society. He allowed al qaeda fighter, osama bin laden, a refuge and allowed him to operate in afghanistan. His allegiance. The bond became familial. And osama bin ladens son married omars daughter. It shifted american attention firmly on to afghanistan. The u. S. Commanded that the taliban give up bin laden, and he refused. In october of 2001, a United Statesled coalition launched a fullscale war with the aim of destroying al qaeda, driving him from power, but they failed to capture omar. After four quiet years in hiding. Omar directed the fight against karzai and his successor. Starting native forces became their hallmarks, making afghanistan virtually impossible to govern. In repeat years, there have been overtures to the taliban. With offices in qatar, and they said that they would never negotiate with what they called a puppet government. Taliban officials sat down with government officials. Mulla omar was never to be seen. And by then, reports were that he was long dead. But now a new political alive with questions now about who the next leader been. Jennifer glasse, aljazeera, kabul. Omar has been one of the worlds most wanted men for years. He had a bounty on his head. He led in the 2001 invasion of afghanistan. And erica has more. With the soviet war in afghanistan in the 1980s, and then afghanistan became almost intertwined with al qaeda. Days after 911, george bush delivered these words. Tonight the United States makes the following demands on the taliban. Deliver to the United States authorities, all of the leaders of al qaeda who hide in your land. Less than a month later, the u. S. Invaded in pursuit of osama bin laden. The u. S. Led coalition toppled the regionim. And most of the al qaeda fighters escaped into pakistan. Nearly 14 years later, after a cost of 1 trillion the lives of over 21,000 afghans and nearly 2,400 americans, some 9,800 u. S. Troops remain on the ground, as does the taliban threat. Taliban leadership still largely operates out of pakistan and continues to mount offensives to this day. In 1998, after the u. S. Bombing in kenya and tanzania, the u. S. Launched tomahawk missiles at taliban training camps. We will do whatever we can to bring the murderers to justice. The bond became unbreakable. They said that they would control bin laden and not allow him to engage in terrorist activities, and they didnt keep their word. Traveling to afghanistan to deliver a stern message to the tall began to stop their sub subjugation of women. But the she wanting of al qaeda and the taliban, the holy warriors, who battled the soviet union continued. The cold war with the cia turned on them. It was in 2010 that the diplomats engaged in facetoface talks in qatar, in the political offense. Its unnerving to be a prisoner. Four years later, they released the last prisoner, bowe bergdahl. I make no apologies to make sure that we get back a young man to his parents. They allowed five taliban members to be released in guantanamo to live in qatar. Hes an american serviceman in activity for five years, and the war is winding down. Lets bring him home, and we did. A combat mission and a secret ceremony in kabul to avoid attacks. President obama called it a milestone. Because of the service hen and women in the earn armed forces, afghanistan has a chance to rebuild its own country. The taliban called it a victory. John campbell is overseeing the remaining troops in afghanistan. And he told me that the war in afghanistan is 30 times harder than the war in iraq and he served in both quarters. A university of Cincinnati Police officer in ohio was charged with murder today in the death of an unarmed black man during a traffic stop. And the prosecutor called the mans death senseless. Its one of several cases across the nation that have questions about race, and policing and the use of force. Tom ackerman has more. The shooting involved university of cincinnati officer, ray pensing. The video from the body camera shows him questioning dubois and then a sudden stuffle. If you want to take your seatbelt off. Then a fatal shot rings out and pensing said that the driver was dragging him and he thought he would be run over. But the to a video shows no sign of that happening. A grand jury, which examined the evidence, delivered the murder invite by the prosecutor, and he called the killing purposeful. I think that he lost his temper because mr. Dubois wouldnt get out of his car. I think that he lost his temper, and when you see it, you will not believe how quickly he pulls his gun and shoots him in the head. Its maybe a second. Its incredible. And so senseless. Following repeat Police Shootings of unarmed black men in other cities with no charges, they praised kenzings indictment. There are cities that wont do anything. And were lucky we had joe in that position to not politicize that situation and do the right thing, and i think that we can now be a role model for the whole country. But the police say that they are prepared to respond firmly if protests turn violent. Pensing has a 15 year to life prison sentence if convicted f. As citizens, we expect Honest Services from those elected to represent us in all levels of government. Fatah said that he would step down as the leading democrat in the house subcommittee. Hazardous conditions for travelers across the country, and while cross remains stalled on highway spending, things are getting worse. Last year, the u. S. Ranked 12th in the world for intrastructure, and thats back from 7th in 2003. Lets bring in ali velshi on this, and the statistics dont look good, but how big of a problem is this . Its huge. The American Society of engineers gives the u. S. Infrastructure a score of d plus. We need to spend 3. 6 billion by 2020. And if we were to spend 3 trillion, they would have a lot of work, but one out of every nine bridges in the United States is considered structurally deficient. Thats 70,000 bridges. Sometimes they collapse, like the one in minneapolis in 2010, and then we get interested in infrastructure. Like when we had Hurricane Sandy and the power wasnt working. The american roads, onethird of them are rated in poor condition. Ports, only one in 13 ports on the eastern seaboard can accommodate supersized cargo ships. This is a big deal. The ships are getting bigger and more efficient. So we have lots and lots of problems. And ultimately, it takes business away from america, and we continue to go lower and lower in global rankings in terms of infrastructure, and nobody is doing anything to fix this. Thats the next question. What is being done about this . Youre talking about a d plus in infrastructure, and thats not good. We have a bill in congress, and congress has not passed it. Its about to take a sixweek summer break, and no movement. They passed an 8 billion bandaid that they will deal with in september, but this tends to get kicked down the road. Because conservatives dont like the way that the federal Highway Trust Fund works, and they have attached stuff to it. And thats the problem. Highway trust fund is forecast to drop below its minimum required cushion of 4 billion thats needed to keep aid flowing to the states to do their repairs, and even with a shortterm extension, congress is still dialed on this issue. So instead of voting on the 350 billion bill, the house is doing an 8month bandaid. And were going to be back with this conversation in september, and we hope that something doesnt happen bad until then. What do you have on the show tonight . Im talking with leading conservatives who dont like the bill about what we should do to fix the nations infrastructure. The one thing that you have agreement on is how bad it is. You talk about things like privatized and staterun projects, like users fees and tolls. And la guardia, whats going on there. Well see if we can figure out solutions. All right, ali velshi. On target, 10 p. M. Eastern and 7 po pacific right here on aljazeera america. Top Obama Administration officials were back on capitol hill today for more hearings on the iran nuclear deal. And the joint chiefs of staff faced questions from the Armed Services committee. Libby casey is in washington, and the idea of defense, what were the senators main concerns in. Erica, their concerns included whether this deal actually emboldens iran, and whether the u. S. Is relying too much on diplomacy, and not enough on military strength. And whether there are side deals. Top military brass took a turn on capitol hill, defending the deal with iran, adding their voices and credentials to the White House Team pitching the plan. Its a good deal, because it prevents iran have getting a Nuclear Weapon in a comprehensive and variable way. General dempsey and ash carter said that the u. S. Is continuing its capability, being leaving open all options if they walk away from the deal. The nuclear interest with iran diplomatically is superior to do that militarily, but i will sustain the military options if that becomes necessary. But republicans say that doesnt go far enough. The guarantee that iran will not get a Nuclear Weapon is not a 109page document. But its the capability of the u. S. Military to do whats necessary if all else fails, and yet this agreement would enable iran to construct the kind of advanced Nuclear Arsenal that could make our operation far more costly to employ. The democrats are weighing their options to prevent congress from a derailing the deal. Do you believe that if we walk away from this deal, iran has a Nuclear Weapon by christmas . They could certainly generate the Nuclear Materials within months ago. It will delay irans ability to make a Nuclear Weapon, and there are secret side deals between iran and the International Atomic energy agency, or iea. Im talking about the secret document. Its a confident agreement thats being postured as this sort of side. Its a wonderful agreement, which is the standard procedure of the iea. And we have lived with the iea, senator, and we have ride on them for years and years. Republican senators taking a precedent with a stand against the Obama Administration. Secretary carter, is it correct that iran is the leading state sponsor of terrorism in the world . We talked about that before, and i believe thats true, yes. But those republicans the people that the white house hopes to win over in the next two months. Its democrats and the constituents that they will hear from in the long august recess. Erica, stores of House Democrats went to the white house this evening at the invitation of the president , for a reception where the topic was of course iran. The white house making a pitch that pulling out of the multilateral deal will only weaken the United States. Erica some. All right, libby casey, live from washington d. C. Thank you. Well, there could be a new include in the search for missing Malaysia Airlines flight, 70. What appears to be part of a washed up wing in the indian ocean. The investigators are confident that it belongs to the same type of aircraft as the missing plane, but aviation experts say that the piece should have markings or numbers that could be traced to an individual be aircraft. The boeing 777 disappeared with 239 people onboard while going to beijing, they believe that it turned and crashed into the indian ocean west of australia. Uber is facing another lawsuit, this time over working conditions in the uk. A union said that the popular Ride Sharing Service doesnt always pay minimum wages or paid vacations to its drivers. Californias fouryear drought has been devastating for state residents, with mandatory restricts on water usage. Aljazeera is following East Porterville, one of californias hardesthit towns, and jennifer is live with us tonight. Good evening to you, jennifer, and youve been to this town some six times, and you just came back from another visit. And how are the people coping there . Erica, good evening to you, and the short answer to your question is not well. Consider the challenge of living every day with no Running Water, and when were talking about East Porterville, 7500 people live there, and more than half of those residents are without Running Water, and they have been without Running Water for months. So imagine taking a bath in a bucket and imagine wondering if the bottled water just delivered to your doorstep, how long that will last. And imagine if there will be enough water left over to flush the toilet. And now another immerging crisis, an emerging Health Crisis in the central valley. It has one of the worst air qualities in the nation, and the lack of rain only exacerbates the pollution problem, and now more people in East Porterville are complaining of upper respiratory problems, and more and more of those people are visiting their local clinics. If you dont have Running Water, the basic things such as hygiene become an issue. And when youre dealing with children who dont have proper sanitation, you are dealing with the decreased prevalence of life. Things that you typically dont see in first world society. You start dealing with the skin infections, and you have the diabetics, for days, they develop a sore and now they need an amputation. Dr. Sudu, who you just heard from, said that she spends 3040 of her day treating patients complaining of breathing problems, and erica, she blames the drought. Why is this region being hit especially hard by the drought . A couple of reasons. The simplest reason is geographical. The central real is the nations bread basket, but you have mountains on three sides, and a lot of pollutions get trapped in the valley. And the other reason has to do with East Porterville itself. The majority of the residents rely on getting their water from private shallow wells, and theyre not hooked up to any central water system. When theres no rain, the wells run dry, and you have a water crisis. The county has been trying to help out and you have big tanks. County fills them up twice a week, and still the residents are forced to ration. And in the next hour, erica, youll hear more about the Health Crisis, and well talk to one family that we first met in one of our visits back in december. Youll hear their concerns, and also, what their daily struggles are like as they try to survive. Okay, jennifer london live from los angeles. Thank you. The influence of taliban leader, mull mullah omar. And he meant to the taliban, plus, two aljazeera colleagues spending more than two years in an egyptian prison. Well, it could be a blow for the taliban in afghanistan. Afghan officials said today that the groups exclusive leader, mullah omar, died in a pakistan hospital in 2013. But his name was being used as early as five days ago. White house was asked about the claim earlier today. We are aware of the reports of the death of mullah omar, and we do believe that the reports of his death are credible. And beyond that, im not going to be in the position to comment on the specifics surrounding his death. Lieutenant colonel, michael wall Agency Served as an add virus to Vice President , dick cheney, and thank you for joining us. Thank you for having me, erica. So mullah omar has been a mysterious figure, and how significant was he to the taliban. He was significant in many ways, and one, he fought the soviet union as a mujahedeen leader, which gave him a lot of credibility within the jihaddist ranks, and he started as a rallying point for the taliban movement. He was the founder of the movement and the leader, and the organizer of its government. And since then, the organizer of the insurgency, launched from pakistan over the past 15 years. If he died three years ago, would that make any it difference . I dont think that it makes a tremendous amount of difference. I am surprised that if he is still alive that he hasnt sought to make a personal appearance, though that would expose him somewhat. In order to refute the notions and counter what were seeing among the taliban ranks, which is a migration over to isis and its leader, al bag daddy. On the other hand, the fracturing, where you have a political fax, as opposed to a militant fashion, to this day for the attack, in major cities like those in the north. And major attacks on Parliament Like the one that we saw over the summer, and continuing to push the insurgency until they achieve their military end. And im surprised if he is still alive that he hasnt been able to pull those factions together, which leads me to think that he may be dead. This is not the first time that he has been reported dead. And claims of his death could be designed to derail negotiations between the taliban and the Afghan Government. Whats your take on that . It could be depending on which way hes citing, though we had statements that he supports the negotiations, and it could be that infighting. At the same time, we have to keep a broader policy on the region, going to u. S. Troops next year. Still in the midst, a growing presence from isis, and a very fragile unity government, led by Abdul Abdullah and ash ram ghani. And i think that its a very dangerous policy on our part and on the administrations part that people who are advocates of the withdrawal will use this reported death to kind of justify their policy. Expand on that a little bit. What could omars death mean for you in afghanistan and for the country as a whole . I think that were going to see, if he is indeed dead, were going to continue seeing the fracturing of the old insurgency led by the taliban into these different groups, and i think that we have seen from the experience in iraq now, that the United States turning its back on the region and leaving allows the problems to fester. The insurgency in iraq and the terrorist groups have gotten more dangerous and metastasized, and whats going on in afghanistan, we have to keep in mind that whats going on in syria and afghanistan, next door, we have pakistan with a Nuclear Arsenal that could be destabilized. So its my view, in americas interest, to engage, and stand shoulder to shoulder with the Afghan Government. That its important to our national interest. And were there to stay. Michael watts from washington d. C. , thank you. Thank you. The group, Amnesty International said that theres strong evidence that they made no effort to protect civilians that 135 dead and 75 children. The israelis were searching for a missing lieutenant who was reported dead. And they say its maude and onesided snowfall. Israelis settlers clashed today in the west bank. The buildings are specified to be torn down tomorrow night. Structures were built on private Palestinian Land near ramallah. Israeli Prime Minister, benjamin netanyahu, publicly stated in the last two days that these buildings should not be demolished, and they have been going on for the last couple of hours. These are two buildings housing 24 units, and the Prime Minister said that he has reapproved the building of 300 more units here. The Settler Movement here is very strong, and also, its a very shaky situation in the israeli parliament. He is coming under fire from opposition, and he seems to have opposed the de facto construction in the last year. People have been monitoring the situation on the ground, and thats not the case. It has always been going. And this shows you how tricky it is. This is Palestinian Land. And they have those documents, but the Palestinian Family that owns it will not be getting it back. And if they have permission to build the be official structures, they can rebuild it, so it shows you the situation here. And its extremely difficult, with the palestinians saying that the system. Reconstruction goes to show that the Israeli Government is not a genuine partner for peace. Israel says convicted spy, Jonathan Pollard should be able to travel there. He was sentenced to life in prison in 1987, after charges of spying for israel. And the Deputy Foreign minister said that its making great efforts on pollards behalf f. And an Egyptian Court is retrying three aljazeera journalists. They are accused of working with the outlawed muslim brotherhood. And they deny the charges. They spent 400 days in jail. And ahead of the decision, we spoke with Andrew Thomas in sydney. After more thanella erin jail, in february, peter was deported from egypt and returned to the u. S. , and our colleagues are still in egypt. Here in sydney, do you feel like a free man. I know it sounds a little bit ridiculous sitting here in this glorious sydney sunshine, and i can pretty much go and do whatever i want to, but the fact is, i dont feel like a free man. Were still caught up in this judicial process and still on trial, and im on trial along with my colleagues, and we still have a campaign to fight and a legal battle to fight. And theres the process be picture of conviction, so no, i dont feel free. What are you hoping for for a verdict . Obviously im hoping that the judge will say lock of evidence and throw the whole thing out. There was no evidence that the prosecutor was able to present in this trial that wasnt in the first, and so its quite clear that we were not involved in any of the things that the prosecutor is cougsing us. We have no connections to terrorism, and no connections to the muslim brotherhood, beyond the work of normal journalists, we didnt cast any false hews, so as long as the Court Follows the evidence, biggest fears. My fear is that well not just get convictions but the original sentences will be upheld. Court cant give us heavier sentences but it can confirm the same semmess. For me, that would be an inconvenience, im not going to go back to prison because im here, but thats very serious for the others. What will be the consequences of a guilty verdict . For them, obviously, it could well mean going back to prison. We hope that if they get a guilty verdict, at the very most, they may end up with semmess for time served. Sentences for time served. And they would be able to walk free immediately. And for me, i would have to be under the same restrictions of all of the other journalists convicted in the same trial. And that means that i cant go anywhere with tretties with egypt and that would be difficult. The global outrage over the killing of cecil the lion grew more intense today. Legal calls for action against the american dentist who hunted and killed the animal. Jonathan is more on this sad story. Its like killing mufasa from the lion king, and you shouldnt do it. But theres debate on whether american departmenttivity, Walter Palmer was within the law when he killed cecil. But social media is calling for criminal charges here in the u. S. Still no sign of the dentist and big time game hunter, palmer, who killed cecil the lion. But they are working the case and looking into it in zimbabwe. But patients received a letter, apologizing for the disruption to his business. Palmer saying, i deeply regret that my pursuit of an activity that i love and practice responsibly and legally resulted in the taking of this lion, that was never my intention. The reaction online was unapologetic. One of the most recent social media backlashes in history. On twitter, a sense of jawdropping amazement and pure hate directed at palmer. Rickey said im struggling to imagine anything more beautiful than this. And theres a knock out punch from lewis, what difference does it make if the lion was famous or not . Trophy hunting was a very sick pastime. What he did was lure cecil, a much loved favorite, out of the protection of the area where he lived using raw meat strapped to a vehicle. Once out in the open, he stalked the lion for three days and shot him and beheaded him. Theres a gray area on whether its legal or not in it zimbabwe. Palmers Facebook Page is being taken down, be possibly because of comments like this from late nights jimmy kimmel. If you want to make this into a positive sorry, make a donation to support them. And at the very least, maybe we can show the world that not all americans are like this jack hole here. The killing of cecil lit up social media, but the truth is, lions are hunted and killed every day. International union for the conservation of nature estimates that trophy hunting tourists, most of them from the u. S. , legally kill 600 lions each year. There are only about 30,000 of them left in the wild. What youre seeing now on social media, this storm on social media, this could make a difference. When the people lead, the people will follow, and now the people have a mechanism to bring about this concern. And trust me, the government officials are paying attention to this. They dont want people to say im not going to go to zimbabwe now because theyre not protecting the animals. This is not the first time that hunters have been shamed. He was next to a dead giraffe and threatened after this picture went viral. And in texas, dirition for a competition she set up to find the hottest male hunter. Well, i read on facebook today that the ratio of lions to humans, its like killing 400,000 human beings. All right, john ter a. Thankk you very much. And now, jeffrey flock, he joins me from washington d. C. , and thank you, jeffrey. Lets talk about the difference between safaris where people are taking pictures. Theres no comparison to what the revenue brings into africa. They measure the revenue in millions and the amount of revenue that comes in from nonlethal and the photography and watching comes in in the billions and the hunts only bring in small amounts compared to what the wildlife viewing expeditions bring in, which can be 15 times more than these killing hunts happen. All right, it happened in zimbabwe, but in kenya for example, it banned big game hunting years ago, and now it has a safari industry where people are just taking pictures, bringing in 800 million a year. And whats keeping places like zizimbabwe from following suit . I theres a long history of trophy hunting in africa, and as i menged in the report, in the case of lions, responsible for about 60 of african lions that are killed and brought back and exported out of the continent. But whats different now, wildlife around the planet are facing a multitude of threats. They were not there when trophy hunting first started. Facing climb at change, expanding population, habitat loss, and disease, and things that were not back then. In this modern age, theresern room for killing them for sport. The populations have declined 60 in the last 30 years, and thats a dramatic decline. And when you talk about animals where a fraction of the population was there 50, 60 years ago, like elephants and rhinos. And we have to worry about individuals. In this case, somebody killed a dominate male, which is an important element in the pride in the social structure of the lion communities. Youre talking about the declining Lion Population here, and we know that 60 of all lions killed for sport in africa are shipped back to the United States as trophies. Would it help to deter the Game Industry if the u. S. Banned trophy imports . We have seen it before. In 2008, when the u. S. Found polar bears to be next to extinction, the number of people hunting it went down, and now there are new hunters coming in from other parts of the world, but in general, it climbed. So without the inceptive of being able to bring this trophy back to the u. S. , we have seen it happen, and less hunting and less killing. It was an illegal kill, but we know some endangered species are being killed legally in what is being passed off as conservation efforts. And it seems a juxtaposition there, and how does that look . They claim that because theyre throwing money at a conservation issue, it makes it a conservation. You can justify almost anything by throwing enough money at it. You can kill people and call it humanitarian. Killing protected species for sport is not conservation. There are millions and millions of dollars going into saving these animals with organizations, and they do it without killing them. Its 2015, we dont have to slaughter animals. All right, jeffrey flock, the international fund,. To infinity and beyond, including the sea. Why nasa is going under for deep space. Welcome to it death valley.
