Planet pluto as it has never been seen before. European central bank has thrown a financial lifeline to greece. It has agreed to raise the cap on emergency funding by greek banks by 900 million euros. It is also on track to receive a 7 billion euro loan to keep it afloat until a third bailout comes into effect. Thanks have changed now. We had a series of news with the approval of the bridge financing package, with the votes, the various votes in various parliaments to begin with in the Greek Parliament which have now restored the conditions for a raise in ela. Lets go to simon mcgregorwood who is live for us in athens. Are hopes high now in greece that the banks will be able to reopen soon . Thats right. It was very much the news that mr. Tsipras and his colleagues were looking for, pushing for these extremely contentious laws last night, and suffering politically as a result of course, with almost 40 members of his own party failing to support that move. Thats another issue, but this is just a little bit of good news that we would have very much welcomed this morning, because needs to turn around a very skeptical greek public and say this is worth it. These laws are unpopular. He is very clear he doesnt support support most of the provisions but now he can talk to the greeks and say, listen you have are going to get more money in your banks. So hopefully in the next few days we may see an easing on the capital controls and normal banking practices continuing in the next few days. As you say pushing through those reforms last night in parliament has left the government in disarray. What is the state of affairs there . He is battered and bruised but not out of the game yet. The syriza party are sort of factioned umbrella for a number of leftwing factions the more extreme parts of that clearly rebelled. We understand this evening hell have a confab with his close advisors we were expecting some developments on a reshuffle today, that may not happen. But at some point he has to strength his government because difficult decisions dont go away. Next week he has to pass another tranche, a very unpopular, unsafery toxic laws. He has to address things like privatization, rules governing union, collective bargaining confront those and push those changes through parliament as well. So a political challenges coming thick and fast and one hint from his interio minister that we could well be moving towards elections in the autumn. So a lot of political turmoil here in the next few weeks and months for sure. Absolutely. Thanks very much for the moment from athens. Now in yemen three government ministers have returned from exile in saudi arabia. They have been able to enter the port city of aden after rebel houthi forces were pushed out. Natasha ghoneim has the details. Reporter the sounds of cheering fireworks and gunshots in aden as people celebrated the biggest defeat of the houthis in the city since the conflict began. This is part of a plan to ensure return of all members of the Yemeni Government to the city where the government will be based. Its a work towards liberating the rest of the country. Reporter hadi and his cabinet had been attempting to run the country from aden but they were forced to flee several months ago, as the country slipped further into conflict. This week Government Forces retook the International Airport in aden. Translator congratulations to the people of aden. Reporter but in the city of taizz people were offering condolences instead. Japans Prime Minister has pushed through controversial legislation that could see troops sent abroad for the First Time Since world war ii. Opposition mps walked out in protest and thousands of demonstrators gathered outside. For a second day running, protesters descended on parliament to voice their opposition to the security legislation which will loosen the restrictions on how they can rule the military. Translator im a teacher, and i dont want to send my students or my own child to war. Im here to oppose the bills. Translator the government is not listening to the voice of the public not even to the academics. They only listen to what is convenient to them. Reporter for a second day running the majority was demonstrating its power. The passage, such a formality, but the opposition walked out before the vote. For the Prime Minister this is another step towards what he calls normalizing japans postwar status. Translator the security situation surrounding japan is increasingly severe. These bills are necessary to protect lives and prevent a war before it breaks out. Reporter japans cabinet reinterpreted the passivist constitution a year ago. Coming to the aid of an ally under attack. But this legislation is needed before that can happen. It is also easier for japanese troops to coordination with troops. He is going to take a very large hit politically in terms of these bills. Its not so much the role that the Japanese Forces will play. Theres a brood agreement that the Current Situation of an asemimetric relationship is not really in japans interest. It is the method he has gone through this by subverting the constitutional order, and subverting the way the governments in the past have interpreted the constitution. Reporter this is also about fulfilling his longheld ambition to give japan a more muscular presence in the world. At home though he is already paying a political price. The ivory trade in hong kong is pushing elephants fast towards extinction. Demand for ivory is soaring across asia countries such as tanzania saw their elephant population drop by 60 between 2009 and 2014. Campaigners say not enough is being done to stop the illegal trade. Part of the problem is a loophole. In 1989 a ban was imposed across most african countries to stop the trafficking of ivory. But the sale of older tusks is legal. So fresh ivory is being passed off as old. Investigators found over 30,000 items on sale in hong kong. The coauthor of the report says hong kong is being used as a transit point. Well i think china has suddenly become a very rich country with people who want to show their status and its quite prestigious to own luxury items, and ivory is one of those. So if they have the chance to buy it they do like it. Although its actually only a faction of the population that do buy ivory, but it is making the biggest impact on the trade and one of our biggest problems from africa is these large consignments of ivory are coming through to the hong kong ports. And see durizures are being made but one wonders how much is getting through. And its very important to try to solve the problem of adding more resources to law enforcements and more detection dogs to sniff out ivory and other techniques need to be seriously increased to reduce the smuggling of this illegal ivory out of the country. Still ahead, well go inside the prison cell of mexicos fugitive drug leader as Police Launch a nationwide manhunt. On one side relatives are being killed, on the other side neighbors are being killed. Some are being burnt in their houses. Translator when i heard of what is happening, i thought back to what happened in the war of 1993 when i lost seven children and my husband, and i said we should flee fast before it comes to claim the lives of the rest of my children. Thats why we decided to come. Reporter in the distance behind them lie the burundian hills. The president prepares to stand for an unconstitutional third term. They will house up to 200 people at a time. The large influx means they will likely stay here for far longer than the one or two days they are designed for. But they will be fed, and the children will be schooled. Its a kind of normal a long way from home. We want to take you to ethiopia now where a u. N. Global Development Meeting is being held. Countries want a global tax to stop tax dodging. Its pretty complicated so here is an example. A year ago when oil was 100 per barrel, a base in nigeria could sell it at the lower price of 60 a barrel to a tax haven. The Company Appears to make a low profit and pays therefore, a smaller portion of tax to nigeria. But the same oil is then sold to a thirdparty in the United States at the true market value of 100. That Company Makes a profit and nigeria loses out. The executive director of ox pham International Says rich countries are preventing poor countries of fighting poverty. Through one of the many legal tricks that can be used to avoid paying taxes, companies cheat developing countries of 100 billion a year. An additional 138 billion is lost to developing countries through unhealthy tax competition, where countries are competing to give tax holidays, tax breaks to companies to get away without paying their fair share. So it was so important that for developing countries to have the resources they need to achieve their sustainable government goals that this loophole for tax avoidance are closed and they can only be closed when all governments stick together and table their issue. And this is what the rich countries have denied them. But developing countries have been strong in putting up a fight, and this issue will not go away. It will be taken on and in not a long time to come all countries be sit together. I have no doubt. Another big issue facing developing nations is Climate Change. Senegal and others are particularly vulnerable because of drought. But now you could see people access money from a Climate Change insurance fund. Nicklas hart reports. Reporter a bad omen a sign that the worst is yet to come. The animal died starving collapsing in the heat before it could reach the shade. Almost a year without a drop of rain. Young hasnt experienced a drought like this in his lifetime. Theres not enough food or water. Translator dying of starvation is a violent death. No one should experience this. Not even our animals. Now at least they are spared from hunger. Reporter the United Nations believes more than 20 Million People mostly children dont have enough to eat and are currently going hungry. With temperatures as high as 47 degrees celsius, pastures have turned to desert. Its 2 Degrees Higher here than the same time last year. So a sense of a looming catastrophe hangs over the land. Villagers and their animals are on the move searching for better climates. This intense drought is causing the Sahara Desert to expand. This isnt just a natural phenomenon, but one triggered by man kind caused by our collective pollution into the atmosphere. In 2014 alone, humans released 32 gig ga tons of Carbon Dioxide in the air. For senegal, this relentless pollution is causing this drought. So they have taken up Climate Change insurance. Offering countries on the cant tent protection. Arc calculates claims based on rainfalls, satellite imagery, and animals and crops lost. It dispersed money to senegal which is distributing to the most vulnerable. Aid sees are often too slow to help. The insurance money is used to distribute cash for food and feed the animals. But even with arcs help there is not enough to feed all of the weak animals. Tonight once more their only meal is a few potatoes tea and bread, and so the day ends like it started, hungry uncertain, and wondering which one of these animals will survive tomorrow. Nicklas hawk al jazeera, northern senegal. Ukraines parliament has approved a draft law to give more autonomy to two eastern regions. Its the First Step Towards meeting the demands of prorussian separatists. But people in the east are still facing daily bombardment. And as Charles Stratford reports, they are also struggling to cope with an economic blockade. Reporter the line of cars stretches for kilometers down this road. They have tightenened the blockade. Translator of course its a small amount but better than nothing. Our state is young. It cannot give to us a [ inaudible ]. We wait for a better future. Reporter we just want peace, she say, before she walks away. The little money people have goes a lot less far than it used to. The blockade has doubled prices of basic foods. Many people rely on goods smuggled from russia. Russia has supplied more than 20 aid convoys into the region since the conflict began. People queue outside Distribution Centers like this one every day. Translator the aid we get is evering for us. I live alone. I couldnt survive without it. A video has been released showing him leaving through a hole in his cell. Reporter this is a maximum security prison where many of mexicos more dangerous or highprofile criminals are locked up and none are more notorious than joaquin guzman. Cell number 20 was home to the worlds most wanted drug lord for 16 months until last saturday evening, in which he sat down on the bed of his cell and put on his shoes. He then got up and went into this area which is one of the only areas in this cell where the cameras cant see him, and he knelt down and kept going lower and lower until he actually disappeared into this hole which then goes down into a tunnel which extecheded for 1. 5 kilometers. This prison is a huge maze and we passed through so many corridors and security doers just to get to this cell that its impossible to know where exactly you are inside. That makes it even more amazing and suspicious that el chapos rescue team knew exactly where the tunnel had to come up. Behind me is the building where he emerged after going 1. 5 kilometers in his underground tunnel. A luxury tunnel with ventilation, lighting and even a motorbike. There is now a manhunt throughout the country to try to catch him, but its anyones guess where is he now. Raul castro says he wants to forge an entirely new relationship with the United States. He made the comments while addressing the National Assembly in havana. The speech comes days before the two countries are set to reestablish diplomatic ties.
