Celebrate. Robin adams with the sport. We have the latest from ashes, and wimbledon update. A man who helped to expose misconduct within f. I. F. A. They have come down heavily on former executive chuck blazer we begin this newshour with gaza. Israeli Officials Say citizens are being held in the strip, one by hamas. They have been held there for 10 months. A gag order has been listed. Paul brennan is at the home of one of the missing mens families. Before going into the issue of the families tell us about the two missing men. What do we know about them . Well two men, which the gagging order was listed on the main is a man who is an israeli of ethiopian dissent. Hes 28 years old. It appears he crossed the border from israel into gaza on september 7th last year two years after the end of the gaza war, the anniversary that we are marking today. The mystery is why he did it. It appears that he wept the five or six miles to the beach where the gaza perimeter fence is left his bag on the beach and ran through a gap in the fence, a gap left by the Israeli Forces from the conflict that happened two weeks earlier. There was a News Conference here with the brother of the man, who is appealing for calm saying that the family dont know why he left. But interestingly they describe not as a hostage crisis but a humanitarian issue. He said his brother is not well. Thats a direct quote from the brother, what was with his parents, given a chaotic News Conference at an apartment block that they all share. Now that the israelis publicised the two disappearance, what is the next move. Theres a big line drawn between this case. The second citizen appears to be a bedouin. He made his own way into gaza. This man and the 2006 gilad shalit case he was abducted taken into gaza and held hostage. The two individuals now appear to have gone into gaza of their own volition and from that point of view, it presents a different set of problems for the Israeli Government. Of course, the Israeli Government is sensitive to the idea that any Israeli Citizens may be held against their will in gaza and may be used by hamas and gaza as leverage. The circumstances of the two men crossing into gaza appear very different, and because of that its a bimpt kind of treatment different kind of treatment it will be given at the high levels of the Israeli Government. Paul brennan speaking from ashkelon, and now for the view from gaza with imtiaz tyab what has been hamass response to the accusations that they are Holding Israeli captives . In short the answer is no comment. We reached out to a spokesman to see if they could respond to the revelation revelation by the Israeli Government, that two of its citizens are held here. They refused to comment. In saying that there has been a suggestion that some israelis are being held in gaza. The leader of hams said to the media when asked about negotiations from third parties, in this case European Third parties, between hamas and israel what the pretext for the talks would be. Unless israel releases the prisoners that are currently held in detention, that they agreed to release when the last person held a soldiers by the name hamas would not release israelis. At the time we assumed what was alluded to was the remains of Israeli Soldiers following the 50 day war with gaza as it would appear there are two israelis, they are held here in gaza. News of the disappearance comes on the First Anniversary of the 50 days the start of that conflict. Will this heighten tension between hamas even further . Its hard to say at this stage, the gag ord has been in place for over 10 months and the only reason we are learning about the fact that two israelis are here is because media news Channel Media basically challenged it in court, and won. So its clear that the israelis wanted to keep this quiet. Whether that means they are negotiating with hamas or not is a bit difficult to say. Whatever the case they certainly did want it quiet. In the background of all of this as you rightly pointed out yesterday, we started marking a year since the start of the bombardment of the gaza strip. As part of the commemorations hamas erected a sculpture in the center of the city of a tank and a large sculpted fish. In the hands of the fish are three dog tags or military i. D. Tags one bears the name of an Israeli Soldiers sharel who is presumed dead. The two others bear question marks. While we dont know what the question marks represent, its clear to some at least that it could represent the names of these two missing israelis. Thank you for that update. Speaking to us from gaza city the number of Syrian Refugees exceeded 4 million making it the single largest refugee crisis in 25 years. 7. 5 million more are displaced. We travel to a camp in jordan home to 80,000 people. Reporter 4 million and counting. Refugees didnt thing the conflict in syria would last this long or force this many out of their country. This is one of the camps oldest residents. 2. 5 years later hes adjusted to life as a refugee, but had this reaction when we told him the number of refugees in the region reached 4 million translation this is a disaster. It means the entire population will be displaced. It makes me feel that the conflict will drag on for years, and a return to syria is impossible. From the camps oldest residents, they had lived in the council for deciding to survive on their own. He returned to the camp, two months ago. Translation i left the camp because my children couldnt survive the scorching heat of summer in the tent. I have to pay for rent. It is expensive. Refugees have to pay for a lot of services outside the camp. I was forced to return. Reporter when asked what they want from the International Community many wanted on end to the carnage in syria. The United Nations called the refugee crisis the worst humanitarian disaster. Half of the people in syria have been displaced, including 4 million forced to leave neighbouring countries, like jordan. There is no sign of when the refugees will be able to return home. The International Community had been generous. The scale of the crisis was so big that donors were thinking about how the funding could be sustained. Already this year people have less access to services. There are agencies cutting back on the systems. On the assistance. Its pushing them back to the camps, funded by the International Community, or pushing them to return to syria. When you have families telling you im going back because i cant earn a living here, and they prefer to live in a war zone, you know how desperate they are. The u. N. Refugee agency says around 80 of Syrian Refugees are living below the poverty line. 70 are sending children out to beg and are engaging in degrading or illegal work. Many say this is a sign of how desperate people have become live now to our correspondent. Tell us a little more about where you are right now. Its not recognised officially as a refugee camp. What is it then . Its one of the very few u. N. Official tented settlements across the country. Most bedouin Syrian Refugees refuse to live inside the camps that are too large. These are people that live a nomadic lifestyle and change locations every few months. They go to areas where they can work in agriculture, depending on the season. When you speak to syrians, wherever they are, wherever they come from they tell you the same thing. They realise that what aid agencies are describing as the greatest humanitarian crisis is that and they are feeling let down by the International Community because the International Community provides a life line and they feel there is no solution for the situation in syria, and they are sliding into poverty with every passing year. With me to talk about this more from the tented community, is a man living here in jordan for the past four years, so since the conflict began in syria. Translation when you hear the commission declaring the numbers are up to 4 million, how do you feely this number . Translation to begin with i thank al jazeera for having me. Secondly, it is a surprise to me that 4 Million People have been displaced out of syria, this is a record number. This is a huge number. I regret this number. Translation how do you feel about the future the number of bes mists. Translation on the contrary at the beginning we were bes mist that we would win victory. We were let down by the International Community, and the syrian population is let down. Living under the brunt of a massacre. We are nothing but bes mist. Translation tell me you are totally dependent on nations from the donor countries and assistance provided by the commission. What is your message to the International Community and the donor countries on this day when you learnt numbers were at 4 million . First of all, we feel the pain that we are receiving assistance from the commission. On the contrary we are not receiving any assistance simply for the reason that we are outside the camp. We have here a number of names, for 7 or 8 months will not receive a single form of assistance or communities. The government is providing us 20 dinners reduced to 15. More than 15,000 families have been deprived even from this simple support. We are threatened by more. There you have it that is the view. Purely showing that syrians have little hope of returning to their country soon and have very little hope that the International Community can provide, to sustain the crisis which they feel can drag on for several years. Highlighting the plight of the 4 million syrians in refugee camps at the moment. More coming up mere on the al jazeera newshour. Once a leader in the fishing industry. Now slipping through the net in one community in greece. We tell you why the sun is not always shining on people in hawaii, who want to get off the grid and find out if wimbledons top four in the draw will face off in semifinals. Thats later in sport. Well take you to greece where a deadline is looming for the government. It has until sunday to submit a detailled reform plan this is part of a lastditch effort to secure a bailout. Officials extended the closure of banks and the Stock Exchange to monday. Lets go live to john psaropoulos, joining us from the capital athens. We know that the capital controls, and the Bank Holidays have been extended. What does this mean for the ordinary growing . This means that the problems that we have seen are now increasing. And are more intense. I was talking earlier to the head of the Athens Chamber of commerce who said that meat and flour in particular are now sold by importers on a rationed basis to wholesalers in the greek market. You can no longer buy as much beef or port imported and particularly wheat flour. As you want these have to be carefully dished out. I was talking earlier to the pharmaceutical wholesalers association. They have sent a letter that three multinational drug makers are cutting horizontally they say, across the board, also medicines that the wholesalers are putting to them. Even though wholesalers say to this up front. They are saying that multinational drug makers are no longer selling a market the medicines that it needs, and anecdotal evidence is that some medicines are beginning to run in short supply. They are no longer available at any pharmacy. You have got to track them down. We are seeing the beginning of shortages. The third thing is this prolonging of the crisis is preventing socially sensitive institutions from accessing their money in banks. I was talking about the mile of the child. This is an institution that is a foster care home for 365 abandoned children. They are now at a critical point. They cannot make the july pay recall for social workers and psychologists who work raising 365 children in their homes. They are supplied for the moment with food because they have been stocking up. The point will come when theyll no longer be able to care for the children. This increases pressure on the greek government. Has there been progress on the greek government side in terms of coming up with reform proposals . Well yes. In the shaky and zigzag fashion in which the government proceeded there is, yesterday, a new finance minister submitted a letter of application for a Financial Aid package coming from the security mechanism, the intergovernmental distress fund. That pledged to greece to send its detailed proposals in by today. We believe that that is going to be honoured. We have seen leaks of what the proposals contain. They suggest that the greeks will capitulate to more demands made by creditors, which they resisted. We have not substantiated the leaks. John psaropoulos there with the latest from athens. As the greek government struggles to avoid bankruptcy, a sane that the economy is ceasing up. Major airlines have stopped selling tickets in the country. Ticket sales are words about 100 million have been affected. Banks in the country have been shut for eight days. Some elderly citizens have been allowed in. Closures have been extended up to and including mondayment greeks cannot check out more than 60 euros, and need special permission to send money abroad Small Businesses are struggling to stay afloat. Hoda abdelhamid visited a community that is starting to suffer. Reporter its a postcard picture of greece, translation until now, we survive. I dont know if ill be able to continue. These days starting a fishing business is madness. But i in her itted this and i want to pass it on to my son. Reporter reporter the whole economy here revolves around fish. Its considered one of the most important fishing forces in the country. A reputation difficult to understand. Normally the market will be buzzing with greek people coming to get fresh produce. Half of the shelves have closed. Fishmongers who are working say they are selling 60 less than before. Since the banks closed more than a week ago. Theres barely anyone here. Translation the price of fish have not changed. People do not have money to buy. The last three or four days no one came. Thats why im so sad. Reporter fish is a big part of the greek diet. Here they say its become a luxury. This man lost his job six weeks ago, and at 60 wonders if hell be hired again. I used to fish 23 times a month. Now its twice at most. I have to buy the smaller, lower quality ones, i cant afford it otherwise. It should have been the summer season. This restaurant across from the market opened 17 years ago and had a reputation going beyond the village. Empty tables are the new normal. I wake up in the morning wondering how many people will come. Sometimes theres no one, its so hard. I now take antidepressants. We are proud people and the e. U. Will not take our dignity away. The final deadline for greece is next sunday. People here, like elsewhere are resilient, saying the country will come out of the crisis one day. When, and at what cost . Now, we want to return to syria. The u. N. Says the number of people who fled the country topped 4 million. The biggest population is in turkey. More than 1. 8 million, accounting for 45 of the refugees. Little lebanon is sharing the burden hosting 1. 2 million. Jordan with 600,000, many are living below the poverty line. More than a quarter of a million are this iraq. 156,000 syrians found refuge in north africa most in egypt. Joining me now is the director of the middle east and north african bureau. Thank you very much. These are staggering numbers, 4 million in camps, 7 million displaced within syria, and these are the ones we know of. The number could be higher. Indeed. The number could be as high as even 5 million, according to the government in the region those that did not afail themselves to the consideration of governments or u. N. H. C. R. Theres 270,000 Asylum Seekers in europe and several countries, and as you have seen in the last few months thousands of syrians crossing the mediterranean, and some perished in that trip. We havent seen anything like this for a quarter of a century. The Syrian People were displaced. Another 7 million were impacted and 4 million in exile, facing some of them utter poverty, problems with education, in fact and also the communities, the villages and towns where they live they are facing difficulties because of the strain in the border and education. One point you said a little earlier, its been said that worldwide displacement is at the highest level ever recorded. Numbers are expected to rise further as conflicts are not abating at all. Talk to me about the impact that this will have on the global population and Worldwide Development as we go forward . This is a very critical time for the world, and for the world leaders, and the poor. We are at a time and age where protracted situations. Multiple protracted situations bringing displaced people between 59 and 60 million, this doesnt matter since world war ii. That tells us theres a level of flow and order, and as the protracted situation continues, that means a threat to International Security and stability and beyond. Syria, you have yemen, libya, and as long as theres no political will to bring the crisis to on end. While the refugees experience the pain of being displaced, the strain of having them on their soil and not getting help from other countries as well. Despite calls for solidarity they took four to 5 million, we are asking for solidarity to bring the level of civility. If theres no support, the communities and the government we are going to have a problem as people go further abroad to europe and further afield. And it risks her going out. The situation is dire and brings unprecedented action by the world leadership and Needs Resources and theres an appeal for 5. 5 billion. Taking care of the refugees and it is at a low level. Its july funded at 2223 . That tells us a lot of the theres no political support. There ought to be resources put forward as quickly as possible to save the population and stablilize the region. Thank you for your insight. The middle east and north africa from the u. N. H. C. R. If you would like to read more about the syrian refugee crisis you can go to the website. Greece tightened capital control extending banks and Stock Exchanges to monday. They have to submit a detailed reform plan in an effort to secure a bailout. After years of violent struggle, south sudan gained independence. They now top the rankings of failed states. Its been ranked by a civil war that began in september. That is when the president sacked his deputy for planning a coup. The country split along tribal lines with the Government Forces backing the dinka tribe, and the rebels fighting for riek machar and his tribe. Several peace deals have been violated and broken. The chaos forcing many from their homes. 50,000 have been killed with hunger and disease making life diff. Difficult. Violence from both sides, many south sudan say that they have nothing to celebrate, they are trying to stay alive. Catherine soi spoke to some living under control. This is her exclusive report. This person was fetching firewood ambushed by government soldiers stubbed multiple times before rescued and air lifted to this red cross center. The her brother says the security situation is not what he expected when he celebrated ingenth from sudan four years ago. If you get independence, but are dying, you cant be happy. How can i celebrate. At another Health Center this girl has a checkout. She is days old, and wants her child to grow up in peace. I want the two sides to come together so that our children can have a good future. Theres relative calm. Many are poor and displaced. A few aid agencies have trouble getting supplies from the capital city. These people can go home with nothing. Most have been displaced, where fighting is still going on. Opposition leaders have been travelling across the continent in shuttle diplomacy, before talks aimed at the conflict begins. The rebel leader is committed to the peace process. Im hopeful that peace will come. If he quits if he designs this, you know normally if you look into the history of wars the president causes a war. Its never the person who brings about peace as in government controlled areas, life is tough for everywhere here. Food prices doubled. Tough restrictions at the border crossing. Many are cautiously hoping that this time around the talks will bring them lasting peace south sudan president ial spokesman, former Vice President turned rebel leader who you saw then has no interest in peace. The answer is obvious. The president of republic has shown that he wanted peace. We might ask for peace in life. This is life. They intransigence. Lets take this now with a south Sudan International crisis group. Thank you for being with us. Four years looking there was so much hope for the worlds youngest country, theres many issues undermining the stability of the country, what do you think in your mind. What needs to be addressed first. I think the priority that we need to see is a halt to the fighting to allow the space for negotiations taking place, and theyll begin after the ramadan period ends and the interim period the parties commit to the halting of the attack on civilians. I recommit to resolving the issues. At least seven ceasefires have been broken. No trust between the parties. What do you think it would take for them to negotiate seriously, and to build trust. There are several things that need to happen we see a cessation of hostilities. It will be repeatedly broken. All but dead in the water. We need a renewed commitment. Coming out of the african body mediating the talks, they are calling in bringing in the african union, and others trying to put pressure on the parties to make the compromises. In addition to putting pressure on the parties we see a need to over the parties and show them a way forward. What role do you think regional playersly in terms of fuelling the conflict. Its a critical cech. They have tape the lead in mediating the talks, but also are the groups involved in enabling the conflict. When the war began, they came in within days securing the government. They remain in the country now. We have seen smaller levels of support. This regional dianealic, deadlock, is a critical reason why the conflicts was considered today in addition to the parties themselves. Thank you for being with us Casey Copeland south sudan analyst at the International Crisis Group Ministers were western powers are locked in talks, trying to iron out remaining issues to secure an agreement by friday so a document can be presented. Lets go to the diplomatic editor james bays. All parties are optimistic of coming to an agreement. Theres work to do. Thinks are back in play. The Foreign Ministers are back around the table. For the last 24 hours, there has been experts and negotiators behind the scenes doing a bit more drafting. The key players, Foreign Ministers are sitting with one another. Some optimistic signs, saying that perhaps this could be the final day of talks, perhaps we could get a deal positive comments coming from the Russian Foreign minister. Most of the other Foreign Ministers are here. He says hell come back here if he thinks the deal was close, and believes ones within reach. We had meetings of the p5 1 negotiating with iran. They sat, and that of course followed a Video Conference between the u. S. Negotiating team, and we have also had a meeting between the secretary of state and john kerry, and the iranian counterpart foreign minister. Let me tell you the latest from that. John kerry has been on twitter, and he said discussing issues working diligently is working possible. Clear from the tweet. Perhaps we are edging closer. This is not yet a done deal. James, you covered the talks for some time now. You know the ins and outs of horse trading that needs to take place. I wonder how much is irans influence, political influence within the region how much is that playing within the talks. Publicly im wondering about the regional context. If you ask, in solving this longrunning issue, the iranians say a little more about what the implications of a nuclear deal could mean with the relations within the International Community and region. Although i dont want to talk about it they know that if there was a Nuclear Issue sold. It would change the relationship with iran a relationship of hostility, ever since the iranian resolution in 1979. Remember, iran is a key player in some of the conflicts watched in the middle east. Particularly in syria, where it is bashar alassads closest ally and iran a key player in iraq where it finds itself the opposite of syria, on the same side as the united states. Iraq has an important role. Dont forget yemen, where iran is smath etic to the hewitt yicks, if you have a deal, it could be the start of something. Thank you james bays speaking to us from vienna where the Iranian Nuclear talks are taking place. Chinas stock market bounced back slightly after the government stepped in to ban large sales. People have been installing solar panels but the process is so difficult, they are cutting links with the electrical grid entirely. Jacob ward went to maui to find out more. You cant borrow power from the next state over are o the next island over they are separated by water that is too deep. Add solar power and things are complicated. These are some of the screens showing how the grid is operating. Reporter colton says the utility has to monitor how much solar power is on the grid forcing customers to apply for permission to add the system.
