Challenging day of technical glitches for the worlds large effort Stock Exchange, and one of the worlds large effort airlines. Trading at the New York Stock Exchange was suspended for several hours and United Airlines had to ground flights for a short time because of computer problems. Leaselisa stark joins us from washington and what do we know about these glitches . Well, tony, as you can expect the first concern is was this some sort of coordinated cyber attack . Thankfully, it was not and it was internal problems with the Computer Systems and that was the word today from the secretary of homeland security, who was speaking on a forum on Cyber Security. Ive spoken to the ceo of united, and it appears from what we know at this stage that the malfunctions and united and the Stock Exchange were not the result of any nefarious actor. We know less about the wall street journal at this point but their their system. And madge the the wall street journal, their system was off for a while. And United Airlines, it was a rob with a router, it was offline for more than an hour, and that led to long delays and frustrations from the passengers who complained that the airline wasnt telling them much of anything. I just dont understand where these guys are coming from, and theres nothing you can do about it. Its difficult. United airlines says, told aljazeera, that it canceled about 50 flights, and most of those were the regional carrier United Express flights and there were 800 delays, and there could be a residual tomorrow. And as for the New York Stock Exchange, that stopped trading for more than three hours. Officials noticed there was a problem with the computer. So they shut down the exchange protectively, but there was trading on other Stock Exchanges. So lisa, look, were told these incidents are not the result of a cyber attack. But in light of recent attacks lisa, can we expect to see a greater emphasis on Cyber Security . Thats clearly a hot topic. Both here in washington and in the government and in the private sector. Josh earnest said look, the government is keenly aware of the risk in cyberspace right now, and the Senate Leader said, this is an area where the white house and the republicans can actually come to some agreement. Thereof been some on the hill that would allow companies to share information to try to thwart attacks but tony, they havent gotten very far so far. Lisa stark in washington for us. And the fbi director is making plain his fears about how the government is hampering his efforts. He told congress the use of encryption to prevent attacks. And what does the director the congress to do about this . He didnt make a specific request. But the director said that there has to be some sort of technological way to get at encrypted data. He said for instance, if this iphone had encrypted data about a plot against a government building, or details of a child pornography ring, if its locked to the fbi, its nothing more than a brick. The fbi said one of the ways that isil is winning the information war from thousands of miles away is through highly ep crypted mobile device. Its in their pocket. So theres a device, and almost a devil on their shoulder all day long, saying kill, kill, kill. We will see them give directions to a mobile messaging app thats encrypted and tell them, contact me here, and they disappear. In testimony before two Senate Committees, comby and a top justice official outlined the danger of going dark. The use of commercially available encryption for legal searches and wiretaps. Dangerous criminals and terrorists can operate and avoid decks. It comes in two forms data in motion, emails and instant message apps, and data at risk. Locked in devices such as mobile phones, and laptops and hard drives. These encrypted devices are becoming like closets and safes that never reopen. Even when a judge authorses to search for data inside of them. If we search for data in motion across an encrypted messaging app we cant break it. Sometimes people watch tv and think, the fbi must have some way to break that strong encryption, and we do not which is why this is such an important issue. Media assists that encryption is an important tool to protect private data, and insists that the government should never have a master key. In theres a legal requirement, for the use of data, its not something thats granted by definition. It goes through a very thorough Legal Process before we are granted access. But the Obama Administration insists that its not seeking a back door into encryption software. Thats a highly controversial idea opposed by many prominent experts in the software community. Saying that undermining encryption would prove a bonanza for cyber criminals and hackers. What were seeking is to be able to work with the industry such, that the companies themselves will retain the ability to access that information for us with lawful court orders. And tony, i have to say that there was some frustration on the part of both of the Senate Committee hearings today. Because the administration was providing no answers. In fact, at some point director comey said that he didnt come with solutions and he doesnt know what the answer is. Its really really hard. But theyre asking that there be further discussion with industry and experts that in a case where they need to get the information, they can do it, and today they say that they dont. Jamie mcintyre. Riots in the wake of the death of freddie gray, and a recent spike in crime. Paul is here now. This is a reversal of what we have seen in baltimore since the violence and the death of freddie gray. But since then, the mayor has repeatedly voiced the support for the Police Commissioner, and stood by him even as Police Officers were hit with charges. But today in a Late Afternoon press conference, blake thanked the commissioner for his service and said that the city deserves better. We need to place an intense focus on our Police Leadership, distracting many from what needs to be the main focus the fight against crime. So we need a change. This was not an easy decision, but it is one that is in the best interest of the people of baltimore. After the violence in baltimore, arrests plummeted and the citys homicide rate spiked. In may, there were 42 murders. Thats a 25year high. Tuesday, gunmen jumped out of two rans and opened fire near the university of baltimore and four were killed and three injured, and it looks like his trying to crack down on the crime wave may have cost him his job. Help me understand this, paul. It was clear for a long time that the commissioner had the support of the mayor but is it fair to say that he may not have had the support of the police force . There has been blow back. On tuesday the police union there released its own report on the response to the riots following the death of freddie gray. And its scathing. It points the finger squarely at theat the Police Leadership, saying that there was no direction, and the reason they became the fullscale riots is because the police were ordered not to engage. Heres the quote. These riots were preventable. But however the Baltimore Police failed to meet the standards on all levels, and as a result, chaos ensued. And the officers did not have the basic right equipment or training, and the tensions between the force and the commissioner have been running ever since the protest. The union defended the officers involved in it. And theyre set to go on trial in october and all of them have pleaded not guilty. Heres the thing. The number of arrests in baltimore dropped off as crimes spiked, and some have said, tony thats because the charges made other officers hesitant. Is it fair to say that even after the report was released, we have the specter today of the mayor still kind of defending the commissioner . Thats right. So even after the report came out this morning she said im sorry this afternoon she said the report had nothing to do with it, and she did mention yesterday, some faith leaders in baltimore said look, we would like to see the commissioner resign. There has been deep divisions in the city. And today late today the commissioner gave a statement to the Baltimore Sun saying that hes proud to serve the city as a police officer, and honored to serve the citizens of baltimore but hell be looking for a new job. That just came in, paul, appreciate it. And thank you. Now yemen where there are new hopes for a ceasefire. The president told the United Nations that he will back a humanitarian cause with conditions. This comes after three months of fighting that has killed more than 1500 people. And another 1 Million People have been displaced. We have developments from doha. Reporter in yemen the government is willing to put into effect a conditional ceasefire. If the houthis release many prisoners that the government has asked to be freed. And as well as if the houthis withdraw across several territories in yemen that they have taken over in the past months. Its yet to be known if the houthis will sign on. All of the government contacts that i have spoken with told me that they expect that the ceasefire will take place in several days, but its unclear exactly when it will be put into effect. All of this underscoring just how critical, just how dire the situation is on the ground in yemen. Eight agencies practical begging the warring faxes in factions to assesscease activities. Since march, 1 million have been displaced. And thousands of children have been exposed to preventable diseases and malnutrition rates in yemen have spiked in the last weeks. The situation is dire, and the Doctors Without Borders telling me that the situation there is impossible and its only going to get worse in the months and weeks ahead if theres not an immediate cessation. Well, tony, we went to abbeville, South Carolina today, which is 100 miles west of columbia, and this is where south carolinians planned to secede from the union in 1860. So the history is a big part of the culture in abbeville. And theres a real thats all it means, i dont think that people look at it as a sign of racism. And i dont think that it should be taken down because of that. I always thought it was racist, personally. But i try to deal with it. And one man i spoke to in abbeville, he said that if they try to take it down, youll be hearing from him and thats why you see so much debate going on in the house so diane, what do we know about governor hillys talk with the house of representatives today . We dont know much about what went on there. She was behind closed doors meeting with gop leaders in a caucus meeting and she has been promoting a clean bill, and she doesnt want any amendments attached to it. So i can only imagine that she is telling them that we want a clean bill passed and as quickly as possible so i can sign the brill and take it down. Diane eastabrook in South Carolina. This is terrific. Its remova dan and its time to pray and increase our charity, and what Better Charity than to support other faithbased communities left without places to worship including these churches in the south, who have all been burned down. This is kind of a crowdfunded effort, right . Crowd sourcing, and is that why youre doing this . The majority of the donors are muslims and theyre saying, this is where we want to put our charity this ramadan. We know how important our mosques r. Onethird of muslims are africanamerican and we have a lot of our issues around civil rights, and also, the issues, and people dont understand that islam has been in the country since the days of the slave trade. There were muslims who came over here and were slaves. They are members of the Muslim Community. Tell me how this plays out. You hope to raise youve exceeded your goal. Is that true . We started out saying, a couple of people 10,000. And next thing were 35,000 in five days, and we want to get to 100,000. We want to make sure that the funds go to the churches that need it the most. Maybe those that didnt have enough Fire Protection insurance, and the ones that wont get as much help as the larger churches, so were talking to pastors to guide us in where the money should go. How would you define this relationship now . The africanamerican church and the Muslim Community. Is there of intersection . Interaction . Is there a shared community. Onethird of our muslims are africanamericans, were shared in the community. But working on solidarity against police violence, and local movements in building solidarity across the country. There has been so much that we can do together. And we have been able to do that more in the last couple of years. Shes the executive director of the Arab American Association of new york. Congratulations, well done. A big change. One of the top posts baltimores Police Commissioner was just fired. And the message it sends about rising violence, and plus, new york citys new plan to cut its prison population. Its based on risk, and not budget. Just a short time ago baltimores Police Commissioner was fired. Stephanie Rawlings Blake announced the removal of anthony bats, bats has been criticized following the death of freddie gray in april. And it has also resulted in homicide also on bats watch. Intense focus on our Police Leadership distracting many from what needs to be our main focus, the fight against crime. So we need a change. The people of baltimore deserve better and the brave hen and women of our department who put their lives on the line every day deserve better, and were going to get better. Lets bring in state senator, katherine and its great to see you and good to have you on the program. Thank you for the opportunity. So talk me through this have the rank and file Police Officers in baltimore lost confidence in bats ability to leave . Yes. And what happens in a case like that it takes attention away from the issues from what we should be focusing on how to reduce crime in our communities. And the focus has been so much on bats that i think that the mayor had no choice but to make this it decision. Let me try Something Else on here. If i said to you a police slow down after the indicts of the Police Officers connected to the Freddie Gray Gray case, led to the spike in violence, and that this firing is nothing more than an attempt to appease the force where would i be wrong . Well, let me just say that if in fact, because there is an investigation going on. If in fact thats the case, and thats still a problem for baltimore city, but when you have this kind of distraction focus on the commissioner and not on reducing crime i know that we have experienced a spike in crime in the city of baltimore. And last night, we had four shootings, ending in death. And so this is a big thing for the citizens. There is a lack of confidence in the Police Department and a lack of confidence as described by the police union in the Police Commissioner, any time you have that, it takes away from the Police Department. We depend on our Police Officers to protect the community so. If theres a slowdown, i would not agree with that effect in the community. And as you well know, the spike in crime is evidence of something not right or it has gone wrong in the Police Department. And we hope that the action that the mayor has taken will bring about a different action. So if the results of the investigation come back and reveal that it was in fact a slowdown, you would certainly not be pleased with that. And it would seem to indicate that the cop shop was essentially running the mayors office. That was the impression. Well, you could certainly be left with an impression. The community expects the police to protect the neighborhood. The police have the responsibility to keep the community safe. And if they are slowing down in the arrests that need to be made, there are crimes continuing like last night in the neighborhood, perhaps there needs to be a shakeup in the Police Department. I dont believe that in terms of how we create Community Policing, at the same time, the mayor has a responsibility to make sure that the police are in fact doing the job that we hired them to do. So the police union is out with this report, the death of freddie gray was preventable. And the response was hindered by leadership. And that was concerned with image over safety. And you read this. Whats your reaction to it . Do you buy the reporting . Well, let me just say this to you. I cannot second guess what went into that report. And why they would come up with a report like this. Especially in a time like this, but im sure they had their reasons for whatever they determine to be the outcomes of the report. But at the same time the distraction from Community Policing that needs to take place in our neighborhoods has gone too far and i think that the mayors decision is based on the distraction that has taken place the inability of this commissioner, who im sure if you agree or disagree with his Police Tactics have become so divisive in terms of getting the Police Department to do its job that something had to take place. And i think that this, in the mayors opinion, is the best route to coming up with a resolution. Are you convinced that this is about Police Tactics and making the city [ audio difficulties ] let me just say this. I would hope that that is not the case, i would hope that the mayor took time to evaluate the situation, to hear the comments that are coming from the neighborhoods and the community leaders, that he has had some conversation with the unions and other Police Officers that have helped her to lead in making this kind of decision. Im sure that she didnt just make this arbitrarily. Maryland state senator, good to see you. A group of activists and attorneys in chicago are using the courts as weapons to fight gun violence. They are suing municipalities that they say give a safe haven for illegal gun sales. And they point to the university of chicago, 20 of guns from around the city came from three shops in illinois and indiana. Another Holiday Weekend in chicago, marred by intense violence. Right there in the street. The Chicago Police increased the number of officers on parolepatrol by 30 but still, 10 people shot to death and 70 others wounded in violence across the city. Part of the problem a lack of gun control and lack of penalty. You do not go to jail. If they do not fear the criminal justice system. If they fear the repercussions from the gang they belong to, using the gun outweighs the criminal justice sanctions that they are going to be subjected to we are going to stay in the position that were in. In an unusual move this week, a group of activists and attorneys filed a civil rights lawsuit against the city, the lawsuit points to a report released last year, indicating that nearly 3,000 guns, or 20 of guns from crime scenes in chicago, were originally sold illegally by four dealers outside of the city. And the law disproportionately jeopardizes lives of black chicagoans, and their homes which is a violence of the civil rights act. We think that everybody owes it to the people of chicago particularly the africanamerican population, which is a disproportionate victims the to try to stop it. Unlike california or new york illinois does not license and regulate gun dealers operating in the state. Instead, leaving it up to cities and municipalities to control. Only 25 states in the District Of Columbia have laws regulating gun dealers requiring dealers to obtain background checks, and report sales to law enforcement. Illinois is not one of them. One shop in riverdale is responsible for almost half of the recovered firearms. Were tired of shops and other gun shops going to the bank while were going to funerals. Hes party to the lawsuit. He said that the villages need to take definitive action. We have been asking them forever to be more responsible and more restrictive in how they sell guns, and they just ignore it. Its a money issue and the villages have left them alone because its a big tax base. When contacted by aljazeera none of the villages would comment, accept the village of lyons, they said, we have met several times with them and the staff in the last years. To blameyears still some legal experts say that there are disparities, they should be addressed. To have less gun laws, so they could sell more, knowing that the guns would find a way onto the streets and they would be used, unfortunately in our cities. In the absence of state regulation in a city plagued by gun violence with illegal firearms, experts say that its time to good after the sources. New york city is offering people accused of low level crimes a way to avoid paying bail. Now, a new plan is aimed at putting fewer people behind bars as they wait to go to trial. Roxanne joins us now. Tony, the mayor made the announcement today. It means that 3,000 low risk defendants wont have to raise cash for bail. And instead it means that the judge will release them and monitor them until they go to trial. Raising bail unfairly targets poor people. And today keep expects suspects out of jail. Poor minorities often get stuck behind bars waiting for trial. But those who can afford bail, get out and are with their families. Its an existing program and trying to make it so more and more people every day are not going to rikers, and are instead staying home. These are people who have not committed any crime. Bail puts people in jail, not because theyre convicted but because they cannot afford 500 or 1,000 bail. Today the city called on the proposal to run the program. And it will likely start next year, a larger overhaul of the citys criminal justice system. Advocates have been calling for this for years. Why is it happening now . It appears that the suicide of a young man played a role. When he was 16, he was accused of an offense but the family couldnt afford the bail that was called for so he spent three years at Rikers Island were going to hear from his attorney tonight.
