the country's north but face renewed pressure from turkey's government. and a small state would begin fluence the 1st presidential primary gets underway in new hampshire what role could lead voters play. and in sports ferrari launch the car to turn around their fortunes the great red hope is unveiled in italy a metre and 13 years of disappointment on the track. palestinian president mahmoud abbas has once again rejected donald trump's middle east plan warning it will fail to bring peace all stability to the region speaking at the u.n. security council in new york said the proposal will only extend israeli control of the palestinian land he called on the international community to put pressure on israel to achieve lasting peace not to waste this final opportunity. yeah. i've come before you today to say that peace between israelis and palestinians is still possible it is achievable i've come to you to build an international partnership to achieve a just comprehensive and lasting peace and we are still committed to this peace as a strategic choice. and. this is the summary of the project that was presented to us this is the state that they will give us its like a swiss cheese really who among you will accept a similar state and similar conditions this deal ladies and gentlemen includes instructions and the entrenchment of occupation and annexation by military force and the strengthening of the apartheid regime. israel's ambassador to the un danny danon has accused the palestinian president of lacking sincerity in finding peace if president abbas will serious about the. it wouldn't be here today it would be enjoy with a limb or in washington feeding down with negotiating power to know whether it is not serious about negotiations or about peace. the editor james bass thank you for joining us said this was the palestinians big opportunity to fight back against plan walk us through how that was received. well certainly we had a big event in the u.n. security council and we had president mahmoud abbas addressing the security council and it was a strong and emotional speech talking about a palestinian state on offer from the trumpet ministration as being a swiss cheese but this is not the only thing the palestinians wanted and they didn't get what they wanted the original plan was to show that the international community was strongly with the palestinians isolating the u.s. the plan was that for a security council resolution put forward by the palestinians partners on the security council the current arab member tunisia which everyone was going to vote on the problem was they hadn't anticipated the u.s. pushed back a great deal of u.s. pressure on security council members notably on tunisia which led in the end to that is an ambassador who'd come up with a draft version of this resolution being sacked by his own president other council members try to pick up the idea of a resolution over the weekend and i certainly saw 2 more draft versions but in the end i think because of pressure coming from washington the palestinians felt that they weren't going to get support from all of the security council some were going to abstain rather than supporting the palestinian position so they decided it was better not to have a resolution a tall so the palestinians got their day in the security council it didn't turn out quite the way they wanted thank you for that update to all. coming up on al-jazeera this news our defeat in delhi india's governing party loses its 1st electoral test since anti-government protests began 2 months ago. lebanese protesters continue their campaign for change as politicians approved a new government. in sport to time gold medalist le bron james is ready to make an impact for a time. the head of the world health organization says the corona virus outbreak should be considered public enemy number one given the grave threat it poses to the world almost 1200 people have now been killed by the virus off to china reported more than 100 deaths to top officials have also been fired for the handling of the outbreak and reports as the 1st patients were released from temporary hospitals and city on tuesday there was a glimmer of hope that china's efforts to contain the corona virus may be succeeding reassuring perhaps for the 50000000 people on lockdown under quarantine measures meant to stop the spread of the disease now known as coded 19 the world health organization has praised china's response but it's worried it could spread to poor countries if this virus makes it to a weaker systems. it depends on how. really we need this these bones and how these how we respond to the outbreak. the scientific community still doesn't know a lot about the virus and the vaccine probably won't be ready for another 18 months but china's leading epidemiologist says the outbreak will soon plateau at least in china. the rate of new infections is gradually declining according to the analysis of our mathematical model the epidemic will reach its peak in the south regions after the middle of february or in the 2nd half of the month but no one really knows for sure and thousands of coping 1000 patients are in critical condition in the epicenter of. experts say the incubation period could be longer than 1st thought up to 24 days before patients show any symptoms chinese officials have launched a mass disinfection campaign in cities far away from the epidemic to keep it at bay . and into han itself patients are doing what they can to pass the time before they too can walk out of point. and al-jazeera. where we can no speak to dr peter j. hotez in jerusalem he works in vaccine development thank you for joining us so there are multiple teams now working on a vaccine that says 18 months but here in the u.k. they've already started testing a potential vaccine on mice what do you think the timeline could be. well you know there are a bunch of different vaccine candidates out there including ours which we've tested on mice and is already manufactured and i suspect that some of the others will be playing catch up soon so that will salute so now for 5 or 6 vaccine candidates out there and so that's potentially good news the problem is this is not a problem in the technology it's a problem in evaluating safety coronaviruses like other respiratory viruses when you're trying to make a vaccine have this unique problem which is called which is the complicated name called antibodies dependent handsome and what it means is it was something we learned in the early sixty's when we were 1st trying to make respiratory virus vaccines against something called aristide respiratory since ishall virus that vaccine actually made children worse and in some cases we've there's some thought there to may have been 2 deaths from that vaccine because this phenomenon where the vaccine actually induces a certain type of antibodies that actually gives added momentum to the virus went when a child gets infected in that particular case and we've seen in laboratory animals certain coronavirus vaccines do the same thing so so what does all this means it means that we get a good pipeline of candidates through but we have to be have to be absolutely pristine to make certain that we're not seeing this antibody dependent has been phenomena that's plagued other respiratory virus vaccines we've taken a lot of steps for years in development to make sure that doesn't happen with ours i'm not sure about the other ones that are moving more quickly through but this isn't going to this is not going to go quick right it's going to that's where the bottleneck is so maybe 18 months and maybe even less but it's really hard to give a precise number of months or weeks when you're when you're dealing with that potential safety problem and where do you start when it comes to developing a vaccine are you basing it on previous vaccines that you've developed. well that's right so we developed a 1st generation sars vaccine if you remember the severe acute respiratory syndrome that was a corona virus similar to this one that arose out of southern china 2003 it turns out that the sars virus is about 80 percent similar binds to the same host cell receptor so we did a lot of experimental work supported by the national institutes of health in the united states showing that this vaccine protecting laboratory animals against challenge infection and not showing that 80 even ahman up that that me anybody depended immune and spent we haven't manufactured but then we could never tracked anybody to help support the clinical trials because back in 2016 when it was manufactured nobody had any more interest in coronavirus vaccines and then when the new information came out out of china showing how similar to the 2 were we have now are trying to accelerate that vaccine into the clinic as to well to make additional vaccines more specific for the end coronavirus so that's a long answer to your question the bottom line it's a careful system of animal testing and other safety tests animal testing both to show that the vaccine actually works as well as that will be safe and then what's done is a filing with a national regulatory authority in the united states it's the food and drug administration there are others in the u.k. or the e m a in europe and then what you do is a series of graded tests where you take normal healthy human volunteers give them a dose of the vaccine make sure everything is ok and then gradually you move it into the epidemic area and this case china to show that it's equally safe in patients who are exposed to this virus so we call that a series of steps phase one face to face 3 are narrowly this can take years you know with despite what the anti vaccine lobby claims that vaccines are not adequately safety. yes it is just the opposite vaccines are there's no more pharmaceutical there's no pharmaceutical tested for safety any more than a sex scene is and now we've got this very difficult challenge of accelerating in order to save lives so this is the 3rd time this has happened we did this with the with cholera vaccine in places like haiti in yemen and we're doing it we did it again with the bowl of vaccine the democratic republic of congo in 21000 and that was a great success story and it looks like we'll be called upon to do it again the bottom line is it's the least optimal situation where you have to both develop and test a vaccine for safety and efficacy in the middle of a humanitarian catastrophe which is what we're seeing here in the war. dr hotez thank you very much for coming on the program thanks so much for having me turkey's president is promising swift revenge against syrian government forces and after they killed 5 took his soldiers on monday but this hasn't stopped the syrian army from making significant gains over the last few days president bashar al assad's forces are now firmly in control of almost the entire country except those opposition controlled areas martin green and kurdish held parts in the north mountain yellow there are reports that for the 1st time syria's 8 year civil war government forces have seized control of the entire 5 highway by driving opposition fighters out of the area west of aleppo and that's important the candidate nomination candidates are looking to get ahead in the race after a delayed start in the iowa caucus last week recent polls show is leading the field of candidates followed by pete but a judge. kristen salumi joins us live from nashua new hampshire thank you for joining us chris and no more than 2 thirds of those registered to vote in new hampshire are undeclared or independent voters how much influence could they have on the results. well they could have a huge and fluent senate sort of an influence that's very hard to predict it's actually about 40 percent of the electorate here in new hampshire that is an affiliated they're not registered either democrat or republican you can see a lot of voters have been coming to this polling station when they come in if they are out of they can walk right up to this table over here check out to get their ballot and decide right then and there if they want to vote in the republican or the democratic primary and historically this is led to some surprises in new hampshire back in 2016 we saw the state go overwhelmingly for bernie sanders on the democratic side and president trump on the republican side neither of them were considered considered the party favorites and that's pretty much what we've seen historically in new hampshire with independent voters they don't party dogma and as you just said bernie sanders is still expected in 2020 to capture the win here in new hampshire he has that strong base of support his polls are good we were at a rally last night where people were coming out very enthusiastic thousands of supporters came out to see him and the question is who will be 2nd and 3rd joe biden who was at one time considered the front runner of the party favorite has been slipping since a less than stellar performance in iowa not doing great in new hampshire polling as well in fact he's already left the state to go to the next state holding a primary south carolina saying that he's going to focus there and move beyond things so the question here in new hampshire is again who will come in 2nd or 3rd we've got to judge from. who's coming off a stronger than expected finish in iowa seems to have some of mentum any closer star also rising in the polls got a big and. smith from the largest newspaper in the state today and new hampshire anything is possible i think one thing that's likely to happen is that a lot of these candidates will move on to the next event historically new hampshire has helped fan out the pac. maybe that all of these candidates right now they're promising to keep on fighting and go on to the next stage we'll see. christensen amy the following the new hampshire primary for us thank you. we'll have more on this let's speak to lara brazile she's the director of the graduate school of political management at georgetown university and she joins us live from washington d.c. thank you for coming on the program so still no clear run among the democrats do you think that could change also new hampshire well i think what we'll see is there will be a separation of the 2 years so we will see very likely senator bernie sanders come in 1st but as christian said the race for sort of 2nd 3rd 4th and 5th are all really uncertain at the moment the likelihood is that people to judge will end up in that 2nd place amy clo bashar could end up 3rd but where senator elizabeth warren and obviously former vice president joe biden place is going to matter a great deal i imagine all of those candidates will continue on they each have the funds available to stay put at least until super tuesday which is when many contests will happen on march 3rd and the democratic nominees seem to now be turning that fire from trump's on to one another do you think they'll be able to successfully rally around one candidate eventually and pull that policy together. oh i very much do i think one of the things that people are overlooking is how much there is a desire we see in democratic partisans to take on president trump the reason why the polls are so fluid and candidates have been moving up and down is frankly because democrats are debating among themselves over who is the most electable person who has the best shot to beat donald trump in november and there are kind of different series of the case but i do believe that by the time we get to about mid march or early april that question will be largely answered in terms of who is the candidate at that point with the most delegates i think chris and i was just explaining about there's a dependent vote is in new hampshire what is new hampshire significance is a swing state. so new hampshire is a significant swing state it is a place you know that actually voted against al gore back in 2000 but also voted against donald trump in 2016 by very narrow margins and had those races swung another way we could have seen some different outcomes more broadly in the overall vote but that being said it's important to realize that those undeclared voters in new hampshire are not truly independents they're people who understand new hampshire's 1st in the nation primary status and know that by being registered and the clarity it gives them the greatest flexibility to be able to vote in which ever party's nomination contest appears the most interesting or the most competitive so it really allows them to have if you will more power as a voter than if they were declared for one party or another. brabham george washington university thank you for taking the time to speak to us thank you for having me on. still across northern parts of year the winds are in the process of easing doubt and as blustery winds driving in quite a few showers from a northwesterly direction away from the british isles out across the low countries and all the way across into that eastern side all of you have a fair bit of snow making its way over the high ground you can see how these the shot his showing the the blues in the whites the increasingly wintry showers just tumbling in from the atlantic and as that wintry mix down across the parts of germany towards austria and down towards the southeast and cold air we could see some significant snow fall over the eastern side of the next weather system will make its way across both western parts as we go through wednesday and thursday and again fair bit of snow there over the scottish mountains move amounts of england as well further south this increasingly turning to right it will sweep its way through a wet weather when she weather down into central parts of consider the coronavirus public enemy number one they also announce the virus will be renamed coded 19 but would a vaccine could be over a give away. economist predicts the current virus outbreak could have a major impact on the chinese economy this year but its presence is also being felt outside of china dozens of companies have pulled out of the singapore the country has the 3rd largest number of cases of the virus. it's asia's largest but it doesn't seem like it more than 70 companies have pulled out including big names like us defense companies lockheed martin all because of concerns over the spread of coronavirus we do see hope to see more picked up over the next few days. we presume that was going to be staying about 50 percent of people coming in to see the show singapore has the 3rd largest number of confirmed cases off to china and a cruise ship quarantined in japan some countries have advised their citizens against unnecessary travel to the city state but organizers are determined to put on a good show even giving special exemption from a ban on visitors from china to the country's military or batiks sea before. fears over coronavirus are not just affecting attendance at the event but also raising concerns over demand for aviation companies and services it's a major impact it's a crisis for the industry we've had experience before 20 years ago similarly devastating impact but there was a very strong recovery so we have to manage the current situation get through it and the fabric be ready to respond. dozens of airlines have suspended flights to and from china the outbreak of coronavirus comes as the aviation industry is already experiencing slower growth and passenger demand grew at a smaller pace last year compared to 2018 and it was also the worst year for cargo since the end of the global financial crisis in 2009. a former chief executive for low cost airline. it's companies especially those exposed to chinese markets will suffer in the short term in this case we don't know when the interest when you don't know the and it's really really quite tough to be honest and what's going to happen is that you have to refund back the money that people already paid for plus the future booking is going to be slimming down. many analysts say the long term growth prospects for the aviation industry remain positive but the number of confirmed cases and deaths from corona virus has already passed that of the sauce outbreak in 2003 and what's more difficult to predict is how long this outbreak will last and what impact it will have on the industry florence li al jazeera singapore. sudan's government and office rebel groups have agreed that those ones by the international criminal court for crimes in the darfur region should appear before the court in outspent was made during peace talks in juba former longtime president who was totaled after mass protests last year is wanted by the i.c.c. but the minister did not name him specifically. that the. losses could be more meat we agreed on 4 key mechanisms to establish justice in darfur the 1st said all those who have arrest warrants against them shall appear before the international criminal court i am saying this very plainly justice is served by justice we cannot bury our heads in the sand against the crimes against humanity and war crimes committed against innocent people in darfur and elsewhere justice will not be served unless those with arrest warrants appear before the i.c.c. that is why we agreed today that they will appear before the i.c.c. we also agreed on a special tribunal for those crimes committed in darfur it will be a special court entrusted with investigations and trials in these cases including the international criminal cases. a char to deportation flight from london to jamaica has gone ahead despite a last minute order from an appeals court the court ruling came late on monday off to concerns that some detainees may not have had access to legal advice the british government says 25 people were prevented from being deported because of the ruling the debugger explained. t.j. thompson came to britain when he was 5 his parents are british citizens and he thought he was too but when he was 17 he committed a drug related offense he says he was groomed by a gang and was later jailed for 15 months then he got caught up in a battle with immigration or thora spending months at a time in detention centers unable to work out his era spoke to him shortly before he was due to be deported to jamaica where he was born like i was stuck in a loop hole and the power of. the gun. and nobody in jamaica on the street. in the end taiji and many others like him were taken off the passenger list after campaigners won a legal challenge a judge ruled people in detention centers near heathrow airport should not be deported because they haven't had mobile phone coverage so couldn't contact lawyers eventually the flight to jamaica left with fewer than half the intended number on board these are all foreign national offenders guilty of crimes that have led to senses of at least 12 months of war and this includes crimes such as manslaughter you know rape dealing class a drugs and it is absolutely right if you are a foreign national found once you have serve your sentence in the u.k. that we deported. much of us disputed by charities who work with some of the thousands of victims of britain's windrush scandal because of administrative changes in the last decade people from former colonies who were entitled to british citizenship were deprived of health care and the right to work and even deported now campaigners say the government's failing to learn the right lessons. people have been here since they were very young are to all intents and purposes pretty and that's what government is and not not quite betty that is head around but it needs to because the people that would be most effective at place are these deportations of british kids. stanton is a parent which is partly is the stand apart man more than $150.00 members of parliament wrote to the government saying the flight should be perspired and until recommendations from a review into the wind drug scandal a published now the home office insists there is no wind rush link with these deportations but one of the leaked recommendations from that review is that foreign national offenders who spent most of their lives in the u.k. should not face automatic deportation the flight came after an angry debate in the house of commons on monday as opposition m.p.'s demanded a rethink despite protests inside parliament and outside downing street the u.k. government says it will continue to deport foreigners who are serious persistent offenders campaigners say that's not what's happening and they're determined to keep up their legal challenges but al jazeera nandan. well for more on this story we can now speak to human rights campaigners eat a whole bunch thank you so much joining us so you heard in that report some of these people have been in the u.k. since the age of 5 how is it that they can now be deported well most of them were given definite leave to remain as children when they came to join their families the government trying to paint a picture of them as all hardened criminals but we know that from past flights actually a lot of people are criminalized by virtue of their immigration status and on this flight they were people who had served 3 month for 7 months sentences for example for lower level for crimes not as they've been described by the government and demonized and the fact that they came as children as been already mentioned in your report the wind rush lessons learned report which was supposed to have come out a year ago still delayed it's been leaked and that actually backs up that position in terms of a link to wind rush there is a direct link because most people would have come to join parents or grandparents who of the wind rush generation there be no link or no reason to come to the u.k. if it wasn't for the history of colonialism and the fact that they have wind rush family here and for those that did take the flight what kind of lives or situations can get there expect once they reach jamaica well they're destitute we know that some people have been. who've been on previous flights we know that a couple of people have taken their own lives unless they have got some family their friends that can take them and give them a roof over their head and feed them and look after them they're largely dependent on charities who themselves do not have much resources or funding him. and that means that there's a risk that they could end up in a life of crime because they're desperate you know just to be able to put a roof over their head a lot of people become very ill. physically and mentally because of the isolation most people don't have any link anymore with jamaica or the caribbean country they've been deported to because they've been in the u.k. their entire lives virtually and if you personally spoken to any people who have either been deported or risk of deportation what have they told you so they feel that their lives so in limbo and they can't just you know settle down and get on with their lives because they sign in with the home office regularly then they don't know any time that if they're going to be snatched and detained they say that you know been in detention is worse than being in prison because if you were in prison you know what sentence you got when you could get out you don't know where or when you're going to get out and if you when you do get out you're going to be deported it's also really really distressing for families previously the government said that people can parent their children by skype which is absolutely ridiculous but it's traumatize in you know the entire family unit and actually causing poverty and problems for the the parent that's left behind of the children who has to hold down a job money a child care or be struggling to make ends meet not to mention the growing up without a parent so it's very distressing for everybody but the uncertainty of not knowing you know what's going to happen to you when makes it even worse day to hold on thank you so much for coming in to try to kill hundreds of thousands of refugees and migrants flee central america each year most heading north to escape violence and poverty but a report by doctors without borders says they even suffered more brutality along the migration route. almost 40 percent of the migrants who spoke to the medical charity said they were attacked in mexico one in 3 described being threatened or extorted the
