LOWELL — One of the two Lowell men accused of robbing a confidential informant at gunpoint during a federal firearms investigation last week was 20-year-old Tiago Bettencourt, who just last summer was charged with armed assault with intent to murder following a shooting in the Back Central neighborhood — a charge that has since been dismissed.
